Get file content with a list workflow

Hi guys,

I have a question regarding SharePoint 2013 workflows. Is it possible to get the content of a file (for example the cell values of an excel file) with a workflow in SharePoint Designer 2013? I want to extract some data and update a file on a different Subsite. And may this also be possible for normal lists?

If it is not possible with the Designer, may it be possible thorugh programming (for example with C# or VB?).

I am a little bit stranded because I don't know how the start with this problem... :-)
