Perform action based on change in the table value in external DB

Hi,

We have upstream system which populates table with specific values. I need to constantly determine the value in the table and based on the change I need to call a method on PowerBI.

Can we write WebHook (Out of the box) functionality to query this table and perform action on the sharePoint list which does the similar action on the PowerBI. I am not sure if webHook is supported by SharePoint 2016 on-premise environment?

Is it recommended to write remote event receiver for this or web hook is more suitable as per best practices or else workflow is a good candidate?
