SharePoint Online List Permission

I have a SharePoint Online list called "ListA", and have a group called "Admins".

Now in my list "ListA", my requirement is to allow the members of the group "Admins" to see ALL items in the "ListA" and another requirement is to set UserA, UserB to only see the items that they created.

What I think is that it can be done using workflow where I will break the inheritance, but I would like to know if there is a different approach on this.

The list have existing items and I don't want to set the list item permission in every item.

Any suggestions?

EDIT:
In the Advanced settings, there's an option there, what does this mean? I checked the permissions but there is no permission like this

ADDITIONAL REQUIREMENT:
In the list, I have an Assigned To column, I need that user to be able to view/edit the said item where he is the Assigned To and not other documents
