Sharepoint search and draft visibility: how to answer to my client?

Hi!

Depending on the clients way of working, sharepoint search may suit exactly client needs. There is one context I do not know how to deal with.

In the quality department, many libraries are configured to imply approval process for the documents. It seems logical to configure draft visibility = drafts can only be seen by people that can modify the documents. Readers can only see audit results.

The problem is: while document is not approved for the first time, it is not visible by the readers; but also it is not visible by the contributors. Many libraries are configured with approval process; so users lose their old drafts.

Is there a way to make SharePoint index all the documents, even with only versions < 1.0?

My first solution was to implement an event receiver; each new document was approved first, and the first draft was version 1.1. But the client stopped using this solution, as the first approved version was not a real one...
