I have used the SharePoint RSS Viewer OOB web part and configured the feed url to display feed. However I am facing below error for this web part.

I have checked the sharepoint logs and found below error:
"Cannot find site lookup info for request Uri 'url of rss feed'"
In my scenario, Internet connection is not available at WFE. In this WFE, I can't access my RSS feed url.
Do we really need internet connection available at WFE to process RSS viewer web part?
Is RSS Viewer web part process at server side?
