Event Receiver Feature Scope

I created an event receiver with feature scope set to "Site" in the following site tree: 

http://sitecollection/ovr/site1

Now, I need to duplicate site1 to

http://sitecollection/ovr/site2

I created a site template for site1. When I created site2 with the site1 template, I got an error that complains about the event receiver's scope. I though the scope set to "Site" is activates the feature for all web sites in a site collection. What kind scope I should set the feature to, "Web" or "Farm". Please advise.
