can you get a web application back?

I dropped a web application and, of course, now someone discovered necessary information there.  If I knew what it was, I could get a backup of the content database.  Is there anywhere in the farm config that still says what the old application consisted of?  Should I get it back, what are the steps to reconstitute the web application?  Just create new app and point it at the content db?
