Copied Reusable workflow visible in "All Files" but not "Workflows" list

Question:  I cannot view a reusable workflow that I copied from another site into my site.

                      It is in the “All Files” list where I copied it into but not in the “Workflows” list.

                      How do I get it into the "Workflows" List?
