how can we restrict user not to delete records in excel sheet

Hi,

have created document library to hold excel sheets,as user click on it ,it opens in Ms.excel

Requirements:

want to restrict user not to delete existing records in sheet ,only one can add records

Is it possible using Sharepoint 2016 on prem ( Standered ) ?
