I Workflow to do simple task but does not work

Hi,

I ,v tried more than 10 times to create workflow in visual studio 2019 (my sharepoint version is 2016) with lots of clips or tutorials. I even create a simple workflow if adding an item to associated list, it has to write a message in log-history but it doesn't work.

I tried to check to see can I create a workflow  in SharePoint designer  I got  bellow error:

"server-side activities have been updated. You need to restart sharepoint designer to use the update version of activites"

What is the problem?
