Open PDF and PDF are stored in SharePoint Library.

SharePoint Document Library Named as "Documents"
Having two column 1- Year ,column 2- Document File Type filed (All document are in PDF format)

i want a drop down consists all years from the list , on selecting any year from the List that corresponding document PDF will open in new Tab

Using CSOM ,Such as Rest API,SP Services, JSOM & jQuery/Java script etc.
