How to get the excel data from sharepoint document?

Version: SharePoint 2016

Requirement:Using customer SharePoint Event Receiver to get excel content from SharePoint document, and push it to the other database.

Question: How to get the content from excel in SharePoint Document?

I want to create a Event Receiver in VS2016.
