What is the process to create a user group and add users

Hello All,

I am not a sharepoint developer , this is one of my few interactions with sharepoint so please pardon me for my very basic questions.

I have created a page on our companies sharepoint site. In this page i have a power bi report embedded. Now i want to create access to this page only to certain users. Questions i am having?

1) what kid of user group should i create (active directory....?)

2) where should i add permissions for the page (not the entire site).
