Add a link for promoted sites

Hi I would like to ask if there is a way to simulate this scenario.

login to sharepoint admin center. then go to User Profiles -> (under the My Site Settings) Manage Promoted Sites.

I would like to add a promoted link.

Is there anyway I can invoke this through Sharepoint Client Object Model C#?
