SharePoint 2016 with SharePoint 2010 workflows

Hello,

Can a SharePoint 2010 workflow be used to create a list of tasks which are stored on a lookup list or do I need to use SharePoint workflow 2013 for this?

For example, I am trying to build an employee onboarding solution and would like to have the list of tasks on a separate list. These tasks will be created once a new employee record is initiated.
