Sharepoint Workflow Email to have BCC than TO

Hi All,

in workflow, is it possible to have only BCC in Email action , but no TO,

else

i have User column which is bound to Email TO in workflow, the user column has multiple users, my req is , is it possible that when a mail is sent to all users in User column, the "TO" field should show only one user to whom the mail is sent.
