Preventing users from deleting any list item or folder from All share point lists/libraries

How can i prevent end users from deleting any folder and list/library item from SharePoint lists or libraries using Client object model or Jquery or OOTB?

i want to allow only admin to delete those item and folder from SharePoint list and libraries.

I am using here SharePoint online.
