Creation and hosting of a public website

Hi!

I want to create a public website using SharePoint. Recently Microsoft has discontinued public sites in Office 365.

So, is there any way to create a public site in SharePoint and host it (make it live / ON)?

Can we create a public site in SharePoint 2013? If yes, then how?
