Welcome page after first logon

Hello Guys,

I would like to publish a welcome page when a new SharePoint user logging on the portal. (no matter what the URL is).

On the page, the user set some personal infomration (language, phone number, etc) and press OK button. After that the page has been redirected to the origonal URL.

Now I write a webPart, but is available only the main site, so if the user log on the differ URL, the webpart not showing.

Can you offer a good solution?

The server is SharePoint 2013 Enterprise
