Get items that were modified since last query

Hi,

How can I get all items that were added or modified after a specific date and time using REST/ODATA on SharePoint 2013?

I tried using the following URL directly from the browser: /_api/web/lists('8858a1e9-8bb3-4659-8494-59ebc95b4a6b')/items$filter=updated%20ge%20'2016-12-08T18:46:08Z'

But I got this error: 

A potentially dangerous Request.Path value was detected from the client (:).
And an extra question, is there any benefit on using the REST service over the WCF service?
