Permission to publish InfoPath 2013 forms as Site Content Type to SharePoint document libraries

Hi All,

I am currently working on Info-path 2013 forms and wants to publish as "Site Content Type" to SharePoint 2013 document library.

I couldn't able to publish as "Site Content Type" to a site even though I am a owner of that site. What level of permission i need to have for this ? Do i need to have "Site Collection Administrator" permission?
