Create, Update and Delete SharePoint 2013 list item from non-SharePoint SQL server

Hi

We'd like to create from non-SharePoint SQL server.

Create, Update, Delete SharePoint 2013 list item and update that non-SharePoint SQL server.

What's the easy to do this? We aren't allow to use SharePoint designer.

Please recommend books/website if you can.
