is azure good for creating sharepoint 2016 large dev qa and prod farms

is azure good for creating sharepoint 2016 complex dev qa and prod farms that can support 200+ web sites in sp2016 plus intranet sites?

I do not want to do something that is still work in progress with many limitations or preview modes. I would rather go with onpremise or aws if azure is not fully ready.

Has anyone built large production go-live azure farms for sharepoint 2016?
