Exception of type 'System.ArgumentException' was thrown. Parameter name: encodedValue

Hi,

We have a SP 2013 site that uses both FBA and windows auth. Users who are in the office and are in our network click a link on the logon page to get into the site. Users outside of our network enter use fba to access the site. The site has been live since July. Two weeks ago, users who are within our network started getting "Sorry, something went wrong" displayed periodically while other users accessing the site the same way had no issues. The users receiving the above message are able to access the site by logging in through fba. I've even experienced the same issue.

In order to determine if it was the login page, when I received the above message I added https://sitename.com/_windows/default.aspx?ReturnUrl=%2f_layouts%2fAuthenticate.aspx and still received the error message.

Looking at the logs I see the following three times with the same correlation id:

    at Microsoft.SharePoint.ApplicationRuntime.SPHeaderManager.AddIsapiHeaders(HttpContext context, String encodedUrl, NameValueCollection headers)
    at Microsoft.SharePoint.ApplicationRuntime.SPRequestModule.PreRequestExecuteAppHandler(Object oSender, EventArgs ea)
    at System.Web.HttpApplication.SyncEventExecutionStep.System.Web.HttpApplication.IExecutionStep.Execute()
    at System.Web.HttpApplication.ExecuteStep(IExecutionStep step, Boolean& completedSynchronously)

Any ideas as to what is causing this?
