Custom Permissions

Hello,

Is there a way to create a Custom Permission level that has Full Control minus the ability to grant Full Control to other users?

Essentially, I want to give someone full control over the site, but allow them only to grant Contribute or lower permissions when they add people.  Perhaps Designer level or below, either way.
