SharePoint 2013 - Action "Open with Windows Explorer" missing on library toolbar

Hi

I am using SharePoint 2013. I have a problem on "Open with Windows Explorer" action.

For business requirement, I need to disabled the Ribbon and I will set the document list web part to show toolbar.

After make the web part changes, I found that "Open with Windows Explorer" action is missing on my local machine Internet Explorer.

I wish to have the "Open with Windows Explorer" action to be available. What is going wrong? Any alternative way to make the "Open with Windows Explorer" action to be available under "Action" option?
