You do not have permission to perform this action or access this resource.n at Microsoft.SharePoint.Taxonomy.Internal.TaxonomyClientObjectFactory.GetObjectById(String objectId)

Getting this error just for the Anonymous User is there away to get the user permission to the list. The Navigation list would even be better. here is the full error i am getting:
