Converting links to documents into documents

Hi,

I have the following user requirements:

1. There is a SharePoint library (let's call it Lib) that contains documents as well as some sort of "links" to physical documents located in other libraries.

2. The user needs to clone the Lib library by creating a new library and copying all the documents from Lib.

3. The "links" in Lib need to be converted into actual documents in this newly created library.

Questions:

What SharePoint mechanism should I use to create the links to documents? How to "convert" such links into physical documents?

I'm using SharePoint 2013 and C#. I would appreciate any code snippets.
