File permanent links, across multiple versions

I need to implement the following in SharePoint 2013. Any pointers for the appropriate features to be used to fulfill these needs would be appreciated.

My client has a large file repository, which, due to file naming conventions, must include the version number in the file name. It is necessary for links to these files to be embedded in some other files or locations on the web, however, it is important that regardless of the original version of the file embedded, the file returned when clicking on the link is always the latest version of it. The files are stored in SharePoint, organised in folders.

I have thought of using the SharePoint file versioning system, but regrettably since the file name has the version number in it, SharePoint considers the file to be a completely new file altogether, and not a new version of an existing file. Currently, the file system is stored on an alternative intranet system, with each file having it's own page which has a link which never changes. The updated version of the file is always embedded in this page, and the older one removed. They have considered repeating this in SharePoint, but I was hoping there was a smarter way of working with the files to fulfill this requirement.
