'Top Link Bar ' is missing

Per the book I am studying from, it states the following :

You manage the 'Top Link Bar' with the 'Top Link Bar' settings, to access the page, follow these steps

1- Browse to the site where you want to modify the navigation, and then click the 'Settings' gear icon and choose 'Site Settings'.
2- In the 'Look and Feel' section, click the 'Top Link Bar' link

Well, the 'Top Link Bar' is not available, nowhere to be found!!!!.

I did some research and I read this on many sites : "You may have the 'SharePoint Server Publishing ACTIVE". Yes, It was
Active, I deactivate it, still the 'Top Link Bar' link remains unavailable. I ReActivated the 'SharePoint Server Publishing' to ACTIVE.

Any ideas as to why the 'Top Link Bar' is unavailable or how to make it avail.
and or where do I check to see I am the true, the one and only, administrator?       Thanks.  TempDavid.
