Local term set for a site collection

Hi guys,

I need to create a term set which allows only for a specific site collection (e.g. HR). It seems like that for this I can create a local term set for the SC but know I am aware about the issue of the site backup/restore which explained in here:

I was wondering if anyone had same requirement like me and what did you do? is that ok to implement the local term...

If not i will ended up with the global term set which is fine but is there any way to block that so only service users in HR using that?
