Updated JSLink does not kick in until filename is changed

Hi, everytime I update my JSLink file I have to change its name (i.e add version number to filename), edit the list view web part to point to it, before it takes effect in the list. If I don't change file name and just replace the file, the list view web part will still use the older version. I have MDS disabled, cleared out my browser cache, but again until I change the filename of JSLink file it won't be picked up by the web part. Has someone experienced this issue?
