Two level ECB menu

Is it possible to create ECB menu item that contains another menu options?

For example, one level would be when you click on item's ECB, you have one link "Delete". if you click on that, item is deleted.

Two level menu would be when you click on item's ECB, there is option "Send to", and then, another menu drops out that contains option "mail", "drive", "etc."

Is it possible with custom actions?

EDIT:

I am not trying to add menu items to the existing ECB item "Send To". I would like to make my own "Send To" menu item.
