Unhide scrollbars after hiding ribbon with security trim control in SP2013

Hi,

I have hidden the ribbon for anonymous users and lower level permission sets. I would like to add the scroll bar back in for all users including anonymous users. I’ve tried several posts but still have no luck. I’m using SP2013.

Any help would be appreciated.
