The EXECUTE permission was denied

A client has recently setup a development environment for SharePoint 2013. They used the configuration wizard to do so. I noticed that search is no longer working as it should. I see the following Event IDs in Windows Event Viewer:

  • 6428 - Application Server Administration job failed for service instance Microsoft.Office.Server.Search.Administration.SearchServiceInstance (a8a1fbda-d3b9-4ab5-ac31-c1a2bcbd36fd).
  • 121 - The administration component for application Search Service Application failed with exception System.Data.SqlClient.SqlException (0x80131904): The EXECUTE permission was denied on the object 'proc_MSS_GetTopology', database 'Search_Service_Application_DB_8ad77255b3c2498baec94f734510a339', schema 'dbo'.
  • 6398 - The administration component for application Search Service Application failed with exception System.Data.SqlClient.SqlException (0x80131904): The EXECUTE permission was denied on the object 'proc_MSS_GetTopology', database 'Search_Service_Application_DB_8ad77255b3c2498baec94f734510a339', schema 'dbo'.

To my knowledge, nothing has changed since it was working (outside of backups). I am wondering what could possibly cause this. I am also unable to recreate the search service application due to similar "EXECUTE" issues. The service account used for the search application is a member of the SPSearchDBAdmin role.
