Anonymous surveys on SharePoint 2013 publishing site

one of the requirement is the ability to generate on-line surveys/ feedback forms and get results in a report for SharePoint 2013 publishing site.

I am planning to use SharePoint 2013 out of the box survey. There are challenges. It is going to be anonymous survey.

This will not help me. because I cannot run stsadm command every time  for ViewFormPagesLockDown whenever I create a new survey for anonymous users.

Also how can I do UI Customization for survey.
