One server for developing and testing sharepoint

Hi all,

i have one server (only one hardware), and I want test my soluton, I must new VM and install SP to test my solution?
Or can I create new WebApplication and deploy the solution to the new WA and test it?

(of course during the test I want to develop my solution and test on my first WA and than deploy the wsp to second WA and test it there too?)
