Copying Document Across Site Collections to Dynamic Locations - Office 365 / SharePoint

I have users uploading documents into a library in one site collection and adding a reference number to each file (text box - list item). Can I use that reference number to find a corresponding folder on a different site collection and programmatically copy the file to that location? The reference number is part of the name of the folder. SharePoint Designer, Visual Studio, Napa - whichever is easiest. Using Office 365 / SharePoint Online.
