SharePoint 2013: Workflow Manager Not in Production Environment

1) I need to move documents from one Library to another Library based on the metadata of the documents.
What is the best approach to do the task.
A)SharePoint 2013 Designer Workflow
B)Visual Studio 2013 Workflow
C)Timer Job

2) An instance of a SharePoint 2013 workflow runs in Workflow Manager, not in SharePoint.
I create SharePoint 2013 designer workflow in my developmnt environment,and deploy it it production.               

Production environment does not have Workflow Manager installed.
Will the workflow run in production environment.
