Addition to this web site have been Blocked. Please contact SharePoint Administrator.

I am facing this error while updating File Item through Event Receiver but even i can add item to the Document Library.

while Updating an Item am using Item.UpdateOverrideVersion() Method.

I have checked that my Database for the Application is not Locked means it is open to add, Update and delete the Item.
