Third Party DLL Config File

We are running SP2013.  I have a webpart that uses a third party dll.  One of the DLL methods is "load.Config()".  This method looks for a saml.config file.  In a regular .net application this config file is located in the root directory.  Can I place this config file in SharePoint's root directory (inetpub\wwwroot\wss\virtualdirectories\sharepoint)?
